Мы глубоко обеспокоены следя за недавними политическими и оперативными событиями и их опасными последствиями, которые могут привести страну к невообразимым результатам.

   Силы, заявляющие о своей приверженности конфессиональному и этническому подходу к управлению государством, несут ответственность за эти события, зная, что настаивание на том же неудачном подходе, отвергаемом населением, принесет Ираку только новые бедствия.

   Заботясь о пути демократического строительства и гражданского мира в стране, мы подчеркиваем право на мирные демонстрации и свободу выражения, сохраняя при этом и жизнь людей, общественную и частную собственность, и это подпадает под ответственность правительства, даже если оно занимается повседневными делами

   И стало ясно, что парламент в его нынешнем составе не в состоянии справиться с усугубляющимся и всеобъемлющим кризисом и его негативными накоплениями.

   Поэтому первым шагом к разрядке кризиса является отказ от приверженности жестким позициям и узким интересам, а также от зависимости от внешних сил и переход к проведению досрочных, свободных и справедливых выборов, на которых последнее слово будет за народом и его истинную волю.

   И, если подлинно независимое правительство, состоящее из компетентных и честных национальных деятелей и пользующееся политическим и народным одобрением, формируется до роспуска парламента, или назначения нынешнего временного правительства – с внесением в него поправок, то может проложить путь к проведению досрочных выборов, которые должны быть проведены не позднее (одного года), как максимум, начиная с сегодняшнего дня и без всяких проволочек,

   Федеральный верховный суд также призван пересмотреть свои толкования относительно «Крупнейшего блока» парламента, механизма проведения сессии избирания президента республики и защиты демократической системы от всех перекосов, которые с ней случаются.

   Чтобы выборы отразили волю иракцев, должны быть выполнены условия, в том числе:

1 – Принятие закона о справедливых выборах до роспуска парламента, гарантирующего истинное представительство воли избирателей, а это будет невозможно, если не будет разрешено широкое участие национальных сил, специалистов и соответствующих организаций в разработке закона под наблюдением миссии Организации Объединенных Наций.

2 – Формирование действительно независимой избирательной комиссии, не подлежащей квотированию, будь то в ее совете или в её административной структуре.

3 – Полное выполнение закона о партиях и запрет на участие в выборах любому политическому блоку, не раскрывающему источники своего финансирования.

4 – Запрет на использования политических средств для оказания влияния на результаты выборов путем установления четкого механизма расходования средств на избирательные компании и привлечения к ответственности нарушителей.

5 – Запрет милиции и партиям, владеющим вооруженными формированиями, участвовать в выборах во исполнение закона.

6 – Обеспечение международного и местного надзора за проведением выборов с целью обеспечения всех требований к их честности.

   Мы хорошо понимаем, что выборы сами по себе не являются решением всеобъемлющего структурного кризиса, если за ними не последуют серьезные шаги и ощутимые меры, возвращающие политический процесс на путь построения государства институтов, права и гражданства. И, что любые временные или лоскутные решения только усугубят ту трагическую ситуацию, которую сейчас переживает наша страна.

   Иракцы заслуживают лучшей жизни, и именно поэтому они имеют право строить свое будущее на свободной и процветающей родине, свободной от политической конфессии и коррупции, и строить демократическое гражданское государство, которое только и способно сохранить их достоинство и интересы.

   Мы разделяем эти чаяния нашего народа и призываем все гражданские, демократические и национальные силы перемен объединить свои усилия и работать над созданием политической альтернативы, способной реализовать всеобъемлющей проект перемен.

   Это наше стремление, и это самое высокое и неотложное дело.

We are deeply concerned as we follow the recent political developments and their dangerous repercussions that could drag the country into unimaginable consequences.

The forces that declare their adherence to the ethno-sectarian power-sharing system bear the responsibility for these developments. Insisting on the same failed approach, which is rejected by the people, will only bring more calamities to Iraq.

Out of concern for the path of democracy building and civil peace in the country, we stress the right to peaceful demonstration and freedom of expression, while safeguarding public and private lives and properties. This falls under the responsibility of the government, even if it is a caretaker government.

It has become clear that the Parliament, with its current composition, is unable to manage the deepening and all-encompassing crisis and address its accumulative effects.

Therefore, the first step to defusing the crisis is to abandon obstinate positions and narrow interests, to end subservience to external forces, and to move instead towards holding free and fair early elections in which the final say will be for the people and expressing their true will.

A truly independent government, comprising competent and honest national figures, and enjoying political and popular approval, that is formed before the Parliament dissolves itself, or assigning the task to the caretaker government with amendments being made to it; can pave the way towards holding early elections, which must be held within one year at the latest, without procrastination.

The Federal Supreme Court is also called upon to review its interpretations regarding the "largest bloc", the mechanism for holding the Parliament’s session for electing the President, and the protection of the democratic system from all distortions that befall it.

In order for the elections to reflect the will of the Iraqi people, conditions must be met, including:

1. 1. Legislating a just Election Law, prior to the dissolution of the Parliament, that guarantees the true representation of the will of the voters. This will not be possible unless the participation of patriotic forces, specialists and relevant organisations is widely allowed in drafting the law, under the supervision of the United Nations Mission.
2. 2. Forming a truly independent Electoral Commission that is not subject to ethno-sectarian quota system, whether in its Council or in its administrative structure.
3. 3. Full implementation of the Parties' Law and banning any political bloc that does not disclose its sources of funding from participating in the elections.
4. 4. Curtailing the use of political money in influencing the results of the elections, by establishing a clear spending mechanism for electoral campaigns, and holding violators accountable.
5. 5. Banning militias and parties that have armed groups from participating in the elections, by implementing the law.
6. 6. Ensuring international and local supervision over the conduct of elections, in order to secure all requirements for their integrity.

We are well aware that elections alone do not represent a solution to the all-encompassing structural crisis, without them being followed by serious steps and concrete measures that return the political process to the path of building a state of institutions, law and citizenship. Any temporary or patchwork solutions will only exacerbate the tragic situation that our country is currently experiencing.

Iraqis deserve a better life, and that is why they have the right to craft their own future, in a free and prosperous homeland, free of political sectarianism and corruption, and building a democratic civil state that alone is capable of preserving their dignity and interests.

We share these aspirations of our people, and we call upon all civil, democratic and patriotic forces of change to unite their efforts and work to build a political alternative capable of achieving the project for comprehensive change.

That is our endeavour, and it is the loftiest and most urgent endeavour.

The Iraqi Communist Party has called for the organisation of fair and honest early elections that express the true will of the Iraqi people, to be organised by an independent interim government.

The Political Bureau of the party said in a statement that it issued yesterday, 27th July 2022: "At a time when the repercussions of the political impasse and their negative impact on the stability of the country and people's lives and livelihoods are intensifying, we hold the forces that still adhere to ethno-sectarian power-sharing as a system for managing the state fully responsible. Political deadlock is not confined to the election of the President, Prime Minister and Speaker of Parliament and the formation of the government. It is also expressed in the manifestations of the deep crisis of the political process that is based on this system, which is breeding failure and corruption”.

The statement added that "the ongoing struggle for power, among the ruling forces, does not represent a struggle over projects for state-building, but rather an extension of the fighting over sharing wealth and influence."

It continued: "In this sense, any new government formed according to the power-sharing quota approach will be doomed to failure, whoever is assigned to head it. Such a government will not differ, in essence, from any governments formed on the basis of ethno-sectarian power-sharing in the past years."

It warned that “the insistence on continuing this approach will only deepen the crisis and open the way to dangerous paths that threaten the constitutional and democratic construction of the state and civil peace”.

The party’s statement also said: “Based on our concern for consolidating peaceful, democratic political action, we call for the organisation of fair and honest early elections that express the true will of the Iraqis, to be organised by a truly independent interim government that enjoys national acceptance."

It added, "At this sensitive juncture, we reaffirm our democratic, patriotic, political project, which calls for “Comprehensive Change” to build a democratic civil state on the basis of citizenship and social justice.. a change to achieve the aspirations of our people for a free and dignified life."

"Therefore, all democratic civil forces and personalities, and the patriotic forces of change, who have not been involved in the crises, are called upon to unify efforts and organize their ranks to create a national balance of forces that provides a political alternative to the ethno-sectarian power-sharing system. This alternative has a real vision and opens up prospects towards building a state of citizenship and social justice”.

The Turkish forces have today (20th July 2022) committed a blatant attack on Iraqi territory, targeting a holiday resort in Zakho (Duhok province) killing 9 civilians including children, and wounding 26 others.

This deplorable and condemned bombing constitutes a heinous crime and a flagrant violation of Iraqi sovereignty and international law.

While calling on international organisations and governments in the world to condemn the barbaric Turkish aggression, we also call on the Iraqi government not to allow this criminal act pass without a diplomatic and political response worthy of the blood of the innocent people, and to ensure that Turkish attacks on Iraqi territory are not repeated.

We offer our condolences to the families of the innocent victims who were killed as a result of the brutal aggression, and we wish the wounded a speedy recovery.
